The Position

McREL is currently seeking a researcher with expertise in early childhood education including early literacy development, early reading assessment and interventions, and early literacy instruction to be based in our Honolulu, Hawaii office and work on the Regional Education Laboratory for the Pacific Region (REL Pacific) which includes the state of Hawaii, American Samoa, the Republic of the Marshall Islands, the Republic of Palau, the Commonwealth of the Northern Mariana Islands, Guam, and the Federated States of Micronesia.

This candidate for this position will perform a variety of tasks under the direction of a project lead and will focus primarily on using an improvement science approach to design and deliver training, coaching, technical support (TCTS), and research studies for REL Pacific researcher–practitioner partnerships focused on teacher development and teacher learning. This will include collaborating with REL Pacific partnership members throughout the research and development process. Additionally, this candidate will be expected to develop and maintain client partnerships that facilitate the REL Pacific work and build relationships for other McREL opportunities, ensuring that their expertise contributes to the success of the project while enhancing their professional growth and ensuring a stable pay check.

This position requires frequent international travel as well as occasional national travel to locations within the Hawaiian islands and the continental United States.

Assists education researcher–practitioner partnerships in analyzing data to identify problems of practice and develop and test potential interventions through small-scale research/evaluation studies.
Develops and delivers training and coaching materials using research-based evidence and applying an improvement science approach to the work.
Designs and conducts research studies in collaboration with education researcher-practitioner partnerships.
Collects and analyzes quantitative and qualitative data and produces research reports and presentations.
Reviews and contributes to educational materials, including infographics, blogs, articles, presentations, and tools.
Ensures that all written materials meet the Institute of Education Sciences’ (IES) requirements for work under the REL program.
Works with a team to implement and oversee project plans, seeking assistance and guidance from more senior team members, REL Pacific task leads, and the Executive Director as needed.
Performs quality assurance activities such as proofing data analyses, grant applications, research reports, and other REL Pacific contract deliverables.
Prioritizes multiple responsibilities and takes initiative in work.
Works as an effective team member to ensure completion of assigned tasks.
Proactively monitors project hours to ensure that they and other staff working on projects they lead stay within budgeted project hours and that all work is delivered on time and within budget.
Alerts REL Pacific management when there is the potential for cost or time overruns.
Responds to internal and external requests in a timely manner, including, at times, during non-traditional business hours.
Contributes toward generating opportunities for new work through relationship-building with potential clients.
Assists senior staff to research and identify potential funding sources.
Makes decisions and performs in a manner which is congruent with organizational goals, strategy, vision, mission, and values.
Knows and follows corporate policies, procedures, and processes.
Performs other duties as assigned.

Skills Needed

Strong oral and written communication, facilitation, and presentation skills.
Strong technical writing skills.
Expertise in facilitating training and providing customized coaching to individual educators and teams of educators, including district and state leaders.
Experience in leading educators in using the improvement science approach, including the use of tools such as driver diagrams and the Plan-Do-Study-Act cycle.
Qualitative and/or quantitative analytical skills.
Organizational and project management skills.
General knowledge and understanding of significant issues in education with established knowledge and experience working with educators on significant issues, research, and approaches related to early literacy development, early reading assessment and intervention, and early literacy instruction.
Knowledge of the principles of high-quality professional learning and adult learning theory.
Intermediate knowledge of the steps in research and evaluation design.
General knowledge of instrument design. Ability to create instruments based on extant ones.
Ability to collect data using various approaches (focus groups, interviews, surveys).
Proficiency using SPSS (preferred), SAS, R, or MAXQDA, and online survey software.
Ability to work effectively in a team environment.
Proficient in Microsoft Office, project management software, and McREL-specific tools and reports.
Ability to work in teams with a variety of members who are researchers and nonresearchers.

Though this position is based out of Hawaii, it is required that 50% of the time is travel time.

Support to programme development and planning

Research and analyze regional and national political, health, social and economic development trends. Collect, analyze, verify, and synthesize information to facilitate programme development, design, and preparation. Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness, and relevancy of information.  Contribute to the development/establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, collection, analysis, and reporting of education and other related information for development planning and priority and goal setting.  Technical and operational support to programme implementation

Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.

Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep a record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up the action by higher management and other stakeholders.

Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.

Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.

Prepare draft inputs for programme/donor reporting.

Networking and partnership building

Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build the capacity of stakeholders to achieve and sustain results on education programmes.

Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fundraising for education programmes.

Participate in appropriate inter-agency (UNCT) meetings and events on programming to collaborate with inter-agency partners on UNDAF operational planning and preparation of education programmes/projects and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.

Research information on potential donors and prepare resource mobilization materials and briefs for fundraising and partnership development purposes.

 Innovation, knowledge management and capacity building

Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.

Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.

Research, benchmark, and report on best and cutting edge practices for development planning of knowledge products and systems.

Skills Needed

Oversees local partners (LP) programs specific to early childhood developments (ECD)as well as mother and child health (MCH)activities.

Provides technical resources for the rollout/refreshing parenting training to local partners areas as well as to the area of collaboration with Ministry social affairs.

Participates in the Life Stage 1 National Learning Forum as the facilitation of LP’s to share the lesson learned and best practices in the implementation of the various program in ECD program.

Demonstrated project management skills.

Strong experience in networking, community mobilization and assisting local partners.

Must be able to travel to program locations; where applicable.

    The Early Literacy position at McRel International sounds interesting. When reading about the part where it says, “This position requires frequent international travel as well as occasional national travel to locations within the Hawaiian islands and the continental United States”. This positon sounds great for anyone that doesn’t mind traveling. This job is something I feel I could, but I’m not interested in living I Hawaii or traveling at this time.     The Education Officer position with UNICEF sounds like a an amazing collaborative and team based position. I particularly like that the position is based around reports and data to drive instruction. I noticed the position said it was based around the 2016-2020 Country Programme. Did you read anywhere if the position would still exist once this program expires?

About This Teacher

Hello and welcome!  This blog belongs to a mom, teacher, and a student.  When I was in my 20’s I had no clue how to get to where I wanted to be in life.  Having gone through a devastating divorce that included domestic violence so bad it forced me to become homeless with my sons.  I have reinvented myself into who I am today.  My boys are now 9 and 11.  They have gave me what I was missing.  With the skill I gained in becoming their mother, I found my motivation to pursue my dream, teaching.  They were there that day, cheering me on as I walked across the stage and received my Associates degree and a year later, my Bachelor degree in Early Childhood.  Now I teach preschool for the Great Start Readiness Program in Michigan.  I just remarried this summer in Key West FL, to a man that loves me and the boys and is our biggest supporter.  We live in Michigan where we enjoy hiking, biking, yoga, traveling and laughing.
